The first is just dust and fluff that's your vacuum is not picking up. Just use a hand tool of some kind on it and this will sort the problem.
The right way to fit skirting boards is with a small gap between it and the floor this is so when the carpet fitter comes along he fits his gripper that holds the carpet in place on the floor leaving a small gap and then the carpet tucks down into the gap between the gripper and the skirting board.
Seal all the underlay so it just one big piece of underlay with no gaps.
Here are some way to deal with this problem. You can get rolls of card that carpet fitters use under foam back carpets. Lay this under the underlay and tape the joins. Then run tape around the gap under the skirting
If you want to do it yourself find a product that used for removing the black soot after a fire this will absorbs the charge that's keeping the dirt bonded to the carpet fiber and make it easier to remove with normal cleaning.
Lift carpet Run gapfill along bottom of skirting if these marks are where the fitter laying the carpet has punctured the underlay use flexible tape and seal these up. Refit carpet.
Get some cedar paper from B&Q. fill skirting gaps with flexible sealer, lay cedar paper. Then carpet underlay, tape all joins in the carpet underlay. Refit carpet. You must make sure you seal it air tight as the air will find its way through. That should fix the problem now you just need a carpet cleaner like me to fix the dirt problem for you.
